Nine of Hearts: Forming the Board of Ethics

Seat a rotating board whose lot-drawn panels read across the accumulated studies into a tempered model of conduct that is published, dated, and falsifiable, and that is offered rather than enforced, so the movement acquires a conscience without acquiring a body that can compel one.


Overview

Eight rungs have produced studies and nobody has read across them. Each was made for its own question, refined, presented, judged outside, and archived, and the movement has meanwhile gone on deciding things from whatever anyone half-remembers of the whole. A corpus of studies that is never synthesised is a library, and a library does not inform anyone who has not already decided to look.

The board is the seat that reads across. It is also the most dangerous act in this suit, and the danger is precise: turning descriptions of how people actually live into a model of conduct is one short step from writing a morality and issuing it. Everything below is arranged so that step cannot be taken by anyone in a hurry. The model is published, dated, falsifiable, and offered. It binds nobody, grades nobody, and approves nothing.

What is kept from the older material is the board itself — rotating terms among practitioners qualified by peer-reviewed work, with randomly selected panels interpreting the studies into a tempered model of conduct, and the anthropologists funded as free agents. What is removed is everything the source stacked on it: the board holding the highest role and the final say on whether an action may proceed, its leader chosen by popular vote and thereby leading the whole body, its oversight of recruitment and performance, and the graduation arm grading cells. A sensing organ with a veto is not a sensing organ. This technic is graded by its own standard like any other.

How it works

The model informs and does not command, and this is a floor rather than a tone. The board issues no approval, holds no veto, decides nothing about what any cell does, and takes no part in grading persons. The corpus’s own hinge is the reason: freedom must be given while care may only be rewarded, and the way of living a body of moral anthropology describes is exactly the material that must be offered and left free. Legislated, it becomes the cage the whole architecture refuses. A model of conduct that anyone can be held to has stopped being a reading of conditions and become a standard for measuring people.

Conditions, never virtue, carries up unchanged from the reading technics. What the model states is what conditions appear to sustain or erode capacity in the populations studied, with the evidence beside it and the falsifier named. It does not rank ways of living, does not issue verdicts on communities, and does not describe anyone as good. Where the studies cannot support a claim, the model says so and leaves the space empty rather than filling it from the movement’s convictions.

Panels are drawn by lot and the board does not choose them. Eligibility is by peer-reviewed practice — work that other practitioners have judged — and among the eligible the seating is random, because a board that selects the panels that interpret its material has authored the interpretation at one remove. A panel’s report publishes with its dissent attached, so that a reading which divided its readers does not reach anyone looking unanimous. That is the guard against the manufactured consensus this suit excludes everywhere.

Terms rotate, and the board has a convener rather than a leader. The convener runs the shape, keeps the record, and rules on nothing; no seat carries authority over the pipeline, the archive, or any cell; consecutive holding is barred where the pool allows. The source’s popular vote for a leader is removed rather than softened: an organ that reads the conditions of a movement, led by whoever that movement most wants leading it, is the eye captured by the thing it looks at.

The model is a version and never a settlement. It is dated, it carries what changed from the last one and why, and it is revised as the corpus grows. And the board does not commission studies to fill its own gaps, because a body that decides what evidence it needs to complete its model is gathering confirmation; what it may do is state plainly what it cannot say for want of evidence, and leave the choice of what to study where it already sits.

Last, wiring the board into the network is the tenth rung and is deferred by name. Until then the model is a document the movement may read, and nothing in the movement runs on it.

Operation

  1. Write before seating: that the model binds nobody, that the board decides nothing, that it grades no one, and how a panel’s dissent is published.

  2. Set eligibility by peer-reviewed practice, and seat both the board and its panels by lot among the eligible.

  3. Rotate terms with no consecutive holding where the pool allows, and seat a convener who runs the shape and rules on nothing.

  4. Read across the archived studies rather than into any one of them, and state the corpus the reading rests on.

  5. State conditions and not virtue: what sustains or erodes capacity in the populations studied, with the evidence beside it and the falsifier named.

  6. Leave the gaps empty. Where the studies cannot support a claim, say so rather than completing the model from conviction.

  7. Publish each panel’s report with its dissent, and the model dated, with what changed from the previous version and why.

  8. Commission nothing. The board may name what it cannot say; what gets studied is decided where it already is.

  9. Issue no approvals and answer no request to rule on a proposed action, and record such requests and their refusal in the open.

Cautions & failure modes

The model that acquires teeth. Nobody proposes enforcement. A cell starts citing the model in its decisions, then in its charter, then in what it expects of members, and a description of how people live has become a standard they are measured against.

The request to rule. Somebody will bring the board a live question and ask what the model implies. Answering is helpful, obviously within competence, and the first exercise of a veto the constitution denied it.

The panel chosen for depth. The lot will occasionally seat a weaker panel and the board will be able to name a better one. Selecting panels is authoring the interpretation, and the argument for it improves every time it is made.

The gap filled from conviction. The empty spaces in a model are uncomfortable and the movement has views about what belongs in them. A model with no gaps has been completed from somewhere other than the studies.

The unanimous report. Dissent reads as untidiness in a document meant to guide, and a panel wanting to be useful will resolve it before publishing. What is then published is more persuasive and less true.

The board that is trusted. This is the failure that arrives from running the technic well. A model of conduct that is careful, evidenced, and repeatedly borne out becomes the thing members consult instead of thinking, and the movement acquires a conscience it can outsource. The corpus’s standing warning against the guru applies to documents as much as to people: let no text become the centre a self orbits, and a board whose readings are never wrong is the most orbitable object this suit could build.

Prerequisites

  • A body of studies large enough that reading across them is not reading one of them, held under the Seven of Hearts and externally reviewed under the Six of Hearts. A model built on a thin corpus is an opinion with citations.
  • The non-profit body standing under the Eight of Hearts, since the board is seated inside a constitution that already forbids it the powers the source gave it.
  • Written before the first sitting: that the model binds nobody, that the board decides nothing, and what happens to a panel's dissent.
